Think of your personal LinkedIn profile as your resume online. It should include detailed history on your professional endeavors at a minimum. LinkedIn offers many ways to connect within special interest or industry groups - and the association with them is also a statement of your interests to potential networking connections and possible employers - so choose wisely! In regards to coworkers - yes they are the first people you should add, go ahead and initiate the connection. Moving forward you will want endorsements from coworkers so connections to them are far more important than your close friends. One rule for LinkedIn - think business.

Certainly depends on your goals for online engagement. In general, anyone who is open to conversation, collaboration, shares interesting material or tweets relevant to your industry or personal taste…or is just plain fun! If your goal is brand awareness for your company, service or product you should pay particular attention to those who are already talking to you and about you. Negative feedback needs to be addressed where appropriate and those sharing positive feedback are/can be your brand ambassadors. However, I don’t feel you need to follow everyone back if their content or the mutual relationship is of no benefit to your goals for Twitter - it will just further dilute more relevant content. Once you start adding valuable content, they will come. Use hashtags to show context to your tweets and join in on relevant conversations. Use sites like WeFollow, Twellow, Mashable’s Twitter List Directory to get started. Good luck!
